Adds exemption from Department of Health Services food safety rules for spirituous liquor produced on premises licensed by the Department of Liquor Licenses and Control, including the production area covered by a United States Alcohol and Tobacco Tax and Trade Bureau basic permit.

Exempts microbreweries, farm wineries, and craft distilleries licensed by the Department of Liquor Licenses and Control from food safety rules when serving spirituous liquor and commercially prepackaged food, crackers, or pretzels for on-premises consumption.

Prohibits producers of spirituous liquor from providing, allowing, or exposing for common use any cup, glass, or other drinking receptacle unless thoroughly cleansed and sanitized between consecutive uses.

Establishes that the exemptions apply until the Department of Health Services adopts rules implementing the exemptions.
