• Expands the definition of "water provider" eligible for water supply development revolving fund assistance to include public water systems, counties with populations under 300,000 persons, and natural resource conservation districts.

• Adds a new eligibility provision allowing counties with populations under 1.5 million persons to receive financial assistance from the water supply development revolving fund without meeting other specified conditions.

• Allows counties to enter into intergovernmental agreements with cities, towns, or other water providers to access water supply development revolving fund financing.
