Establishes automatic termination of state of emergency declarations 21 days after proclamation, unless extended by concurrent resolution of the legislature, with each extension limited to 21 days maximum.

Prohibits the governor from proclaiming a new state of emergency based on the same or substantially similar facts and circumstances following termination without passage of a legislative concurrent resolution, with violation subject to writ of mandamus by any citizen.

Authorizes the adjutant general to incur obligations up to $100,000 for emergency response and exercise emergency powers for 72 hours following a determination that emergency circumstances exist, without requiring gubernatorial proclamation.

Prohibits emergency powers from being used to impose additional restrictions on lawful possession, transfer, sale, transportation, carrying, storage, display or use of firearms, ammunition, or firearm components.

Allows reasonable movement of ammunition stores away from dangerous conditions during emergencies without violating firearms restrictions.
