Auditor general shall contract with an independent consultant having expertise in adult protective services to examine current operations and recommend improvements

Consultant review shall address strategic direction for vulnerable adult safety, accountability mechanisms with performance data, community engagement strategies, and need for periodic future evaluations

Auditor general must consider consultant's prior experience with states or counties, client satisfaction, knowledge of adult protective services reform, relevant laws, and evidence-based best practices when selecting contractor

Consultant shall submit report with findings and recommendations to governor, senate president, house speaker, and house ad hoc committee on abuse and neglect of vulnerable adults by July 1, 2022

$300,000 appropriated from general fund in fiscal year 2021-2022 to auditor general for this review, with funds exempt from lapsing provisions
