Amends Arizona law to require railroads operating in the state to maintain a minimum of two operating employees in the control compartment of the lead locomotive unit while a train is in motion.

Requires railroads to maintain a minimum of two operating employees during remote control operations.

Exempts passenger, mail, and express trains from the new two-employee requirements in the control compartment and remote control operations.

Exempts railroads from the new requirements during switching operations, while moving cars for inspection purposes, or while performing setouts in conjunction with road service.
