Prohibits state agencies and political subdivisions from requiring public works contractors to enter into neutrality agreements with labor organizations as a condition of bidding or performing work.

Defines "neutrality agreement" to include agreements to remain neutral toward labor organizations, release private employee information beyond federal requirements, allow property access beyond federal law, and recognize labor organizations without secret ballot elections.

Removes prohibition on requiring project labor agreements and apprenticeship program participation from public works contracts, narrowing restrictions to neutrality agreements only.

Applies similar restrictions to electric utility facility construction projects requiring environmental compatibility certificates, prohibiting the commission from requiring neutrality agreements as a condition of project approval.

Clarifies that the prohibitions do not prevent private parties from voluntary collective bargaining or interfere with activity protected by the National Labor Relations Act.
