Appropriates $300,000 and three full-time equivalent positions from the state general fund in fiscal year 2021-2022 to the Arizona Department of Education for administering additional assistance for gifted education programs and providing technical assistance to schools.

Directs the Department of Education to prioritize distribution of funds to public schools where 60% or more of students are eligible for free or reduced-price lunches under federal nutrition programs.

Requires the Department to distribute funds to public schools in $10,000 increments to the extent practicable.

Exempts the appropriation from lapsing provisions, allowing unspent funds to carry forward beyond the fiscal year.
