Adds gifted pupils ("G") as a new separate funding category with a support level weight of 0.007 in the base support level calculation under section 15-943.

Moves gifted pupil programs from "Group A" educational programs to "Group B" educational improvements, changing how they are categorized and funded in the school finance system.

Defines "G" as educational programs for gifted pupils in the definitions section of Arizona Revised Statutes section 15-901.

Adjusts the Group B definition to explicitly include educational programs for gifted pupils alongside other special education and English learner programs.
