Amends Arizona law to allow persons to claim an exemption from immunization requirements (for employment, school, licenses, or degrees) if no FDA-approved vaccine is available that meets specified criteria.

Exemption requires the vaccine's pivotal clinical trial to have evaluated safety for at least one year against either a placebo or another approved vaccine that was placebo-tested.

Department of Health must post on its website any known injuries or diseases caused by the vaccine and the rates at which they occur.

Exemption is only available if the risk of permanent disability or death from the vaccine has been proven to be less than the risk from the infection it prevents.

Persons may claim the exemption for themselves or on behalf of their child or dependent, and no state agency may impose additional conditions or requirements to claim it.
