Requires the two at-large presidential electors to cast votes based on aggregate votes from all state legislature members voting as a single body, with tied votes splitting the at-large electors between tied candidates.

Voids the office of any presidential elector who knowingly refuses to cast their vote as prescribed, allowing the state political party committee chairman to appoint a qualified replacement who casts votes according to law.

Removes residency requirements for presidential electors designated for congressional districts and allows replacement elector nominations to be filed as soon as practicable after appointment.
