Reduces the deadline for filing arguments on ballot measures from 48 days to 27 days before the regular primary election.

Reduces the deadline for the legislative council to prepare impartial analyses of ballot proposals from 60 days to 30 days before the regular primary election.

Requires the Secretary of State to prominently post on its website the dates when ballot measure filings are due and the election date.

Designates this act as an emergency measure effective immediately upon passage.
