Amends Arizona Revised Statutes Section 16-317 to allow online signature collection for school district governing board member recalls.

Expands the existing secure online signature collection system (previously limited to city, county, and precinct committeeman offices) to include recall petitions for school board members under Title 19, Chapter 2.

Maintains the secretary of state's responsibility for providing the secure internet portal system that verifies qualified elector identity and eligibility to sign petitions.

Allows candidates and recall petitioners to collect up to the minimum number of required petition signatures through the online system rather than only through traditional paper methods.
