Counties with a population exceeding 500,000 must establish and coordinate a voluntary lawn and garden equipment emissions reduction program where participation is optional.

Counties may issue vouchers of at least $200 for retired commercial lawn mowers, at least $100 for retired residential lawn mowers (for purchase of electric or manually operated reel mowers), and at least $50 for retired gasoline-powered lawn or garden devices.

Retired equipment cannot be reused in Arizona and the program must be coordinated with similar programs offered by other persons, organizations, or businesses.

Counties must submit annual progress reports by December 1 detailing the number of devices retired by brand and year, cost-effectiveness per ton of emissions reductions, program recommendations, and administrative costs.
