Amends Arizona Revised Statutes section 28-369 to limit peace officer authority at ports of entry to within five miles of state-controlled ports of entry and within one mile of ports on the Arizona-Mexico border, rather than throughout the state.

Changes designation of peace officers at ports of entry from "regular peace officers" to "specialty peace officers" whose powers are limited to enforcement of motor vehicle laws and rules.

Modifies citation of motor vehicle requirements from "sections 28-2321 through 28-2324" to specifically reference "sections 28-2321, 28-2322, 28-2323 and 28-2324."

Requires the Department of Transportation to report to the joint legislative budget committee by November 1, 2021, including information on enforcement vehicles, equipment, officer and civilian employee numbers and salaries, and citations and stops data.

States the report's purpose is to allow the Department of Public Safety to evaluate transitioning law enforcement activities from the Department of Transportation's enforcement compliance division to the Department of Public Safety.
