Mandates that if a presented concealed weapons permit is invalid, the dealer must conduct a background check before completing the firearm sale or transfer.

Restricts dealers from querying the permit verification portal except when a person presents a concealed weapons permit during a firearm purchase or transfer.

Prohibits the Department of Public Safety from retaining or collecting data on the number of concealed weapons permit queries made by federally licensed firearms dealers.

Appropriates $300,000 from the public safety interoperability fund to the Department of Public Safety for fiscal year 2021-2022 to develop and maintain the secure website portal.
