Adds a new prohibition requiring lobbyists to disclose conflicts of interest in writing to all affected parties and obtain fully informed written consent before lobbying for multiple principals or public bodies with conflicting interests.

Requires lobbyists to file copies of written conflict of interest consents with the secretary of state within two days after a conflict occurs.

Directs the secretary of state to establish electronic filing for conflict of interest consents and publicly post them on the secretary of state's website.

Makes violations of the conflict of interest consent requirement subject to enforcement through compliance orders or other relief under section 41-1237.01.

Adds a new duty for the secretary of state to provide public posting and cross-referencing of written conflict of interest consents filed by lobbyists, designated public lobbyists, and authorized public lobbyists.
