Expands detention officer authority to arrest individuals with existing warrants beyond jail facilities to include hospitals and courts where officers are assigned.

Allows detention officers to arrest visitors at jail facilities who are found to have outstanding warrants.

Permits detention officers to take custody of persons remanded into custody by a judicial officer during court proceedings.

Removes the restriction that detention officers must be acting "at a jail facility at which the detention officer is employed" when executing arrests under existing warrants.

Maintains definition of "detention officer" as county, city or town employees responsible for inmate supervision and custody, excluding counselors and clerical staff.
