Amends Arizona Revised Statutes section 41-1733 to establish the Arizona school safety fund administered by the state treasurer instead of the department.

Appropriates $2,500,000 from the state general fund in fiscal year 2021-2022 to the Arizona school safety fund for a school safety pilot program.

Directs fund monies to the Maricopa County Sheriff for a school safety pilot program that deploys secure multimedia data communications systems to public safety agencies and public schools serving kindergarten through grade twelve.

Requires the pilot program to enable real-time communications including voice, video, text messaging, secure file sharing, building floor plans, and panic alarm integration between schools and law enforcement.

Mandates the Maricopa County Sheriff submit annual reports to the joint legislative budget committee by November 1 detailing all program expenditures, with the program set to end July 1, 2024.
