Amends Arizona Revised Statutes Section 28-1591 regarding civil traffic violations and procedures for service of process.

Changes the method of serving summons and complaint for parking or standing violations from "regular mail" to "first class mail."

Clarifies that initial notification or summons and complaint for parking or standing violations do not need to be issued or served under the specific requirements of the article.

Service of summons and complaint is considered complete upon mailing.
