Amends Laws 2018, chapter 146, section 1 to extend the authorization for a Buffalo Soldiers memorial in Wesley Bolin Plaza.

Extends the repeal date of the memorial authorization from September 30, 2021 to September 30, 2025.

Maintains that no public monies may be used for memorial costs and all fund-raising and construction contracts remain the sole responsibility of proponents.

Requires the Department of Administration to follow procedures outlined in Arizona Revised Statutes section 41-1363 for establishing the memorial.
