Establishes veterans of overseas conflicts special license plates contingent on receipt of $32,000 implementation fee by December 31, 2021.

Creates a veterans of overseas conflicts special plate fund consisting of $8 administration fees and $17 annual donations per plate, with first $32,000 reimbursed to implementation fee payer.

Allocates fund monies (excluding administrative costs capped at 10% annually) to 501(c)(19) nonprofit organizations located in Arizona to train personnel for processing veterans' service-connected disability claims.

Allows combination of veterans special plates with personalized plates at combined fee cost.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to reference the new veterans plate provision (section 28-2469) and exclude veterans plate fees and donations from highway user revenues.
