Establishes a new "Veterans of Overseas Conflicts Auxiliary" special license plate program contingent on receiving $32,000 in implementation funding by December 31, 2021.

Sets a $25 annual fee for the special plates, with $8 designated as an administration fee deposited to the state highway fund and $17 as a donation to a new veterans special plate fund.

Creates the Veterans of Overseas Conflicts Auxiliary Special Plate Fund to receive donations, with the first $32,000 reimbursing the initial implementation funder and up to 10% of annual deposits available for fund administration.

Requires annual allocation of remaining fund monies to a qualified 501(c)(19) organization that has served veterans since 1931, maintains over 10,000 members and at least 52 state auxiliaries, and began serving male family members of women veterans in 2015.

Allows combination of the new veterans auxiliary plates with personalized special plates at additional fees, and updates statutory references throughout Arizona Revised Statutes to include the new section 28-2469.
