Amends Arizona Revised Statutes section 5-602.01 regarding the Department of Gaming's authority to adopt rules and impose civil penalties.

Clarifies that civil penalties collected by the department shall be "deposited, pursuant to sections 35-146 and 35-147" in the state general fund, replacing previous language about transferring penalties to the state treasurer for deposit.

Maintains existing penalty provisions: up to $5,000 per day (maximum $25,000 total) for certificate holders, and up to $500 for rule violations not constituting grounds for revocation.

Retains requirement that the department consider violation seriousness and financial impact when determining penalty amounts.

Preserves the Attorney General's authority to file court actions to recover civil penalties upon the director's request.
