Creates a new class 1 misdemeanor offense for knowingly owning, possessing, purchasing, selling, transferring, or manufacturing animal fighting paraphernalia with intent to engage in, promote, or facilitate animal fighting or cockfighting.

Defines "animal fighting paraphernalia" as equipment, products, implements, or materials designed solely for use in animal fighting or cockfighting, including breaking sticks, cat mills, treadmills, fighting pits, springpoles, gaffs, slashers, heels, and sharp implements designed to attach to a cock or game fowl.

Exempts lawful activities involving possession, training, exhibition, or use of animals in hunting, ranching, farming, rodeos, shows, and security services from animal fighting offense provisions.

Amends existing Arizona Revised Statutes sections 13-2910.05 and adds new section 13-2910.10.
