Bars health profession regulatory boards from authorizing religious exemptions to the conversion therapy prohibition.

Defines "conversion therapy" as any practice or treatment seeking to change sexual orientation or gender identity, including practices targeting behaviors, gender expressions, or romantic attractions toward same-gender persons.

Excludes from the definition assistance for gender transition and neutral interventions providing support, coping assistance, or social support that do not seek to change sexual orientation or gender identity.
