Amends Arizona Revised Statutes Section 15-1643 to increase the number of Arizona area health education centers from five to six.

Requires one of the six centers to specifically focus on the Indian health care delivery system.

Maintains existing requirements for the Arizona Board of Regents to establish governing boards of 10-20 members for each center, consisting of health care providers and consumers reflecting the geographic area's ethnic representation.

Centers continue to conduct physician and health professional education programs, recruit and retain minority students, and provide continuing education for health professionals.

Director must submit annual reports by November 15 to the governor and legislature detailing fiscal status, programs, placement of health care personnel in underserved areas, and system accomplishments.
