Amends Arizona Revised Statutes section 49-104 to add a new duty for the Arizona Department of Environmental Quality to develop a state plan addressing the effects of climate change on Arizona.

Requires the department to submit the climate change state plan to the governor for approval.

Makes minor technical corrections to existing statutory language, including changing "utilization" to "use" and "utilize" to "use" in relevant sections.

Maintains all existing powers and duties of the department and director while adding the new climate change planning requirement.
