Amends Arizona Revised Statutes sections 33-1314 and 33-1370 to establish procedures for landlords to contact authorized persons when a tenant dies or becomes incapacitated to retrieve the tenant's property and animals.

Requires landlords to request and maintain contact information for a person authorized by the tenant to retrieve the tenant's property and animals if the tenant dies or becomes incapacitated.

Establishes a one-day response deadline for authorized persons to claim a tenant's animal, with landlords authorized to remove abandoned animals to a shelter or boarding facility after that period if no response is received.

Allows landlords to release animals to a relative of the deceased or incapacitated tenant if no authorized contact person was provided, the contact information is invalid, or the authorized person cannot be reached within one calendar day.

Requires landlords to notify any authorized person before removing abandoned animals and establishes that landlords are not liable for actions taken in good faith related to animal removal or care; designates the law as "Matthew's Law."
