Requires body art establishment operators to obtain a current certificate of operation from a local public health department beginning January 1, 2023.

Mandates each local public health department adopt minimum standards for body art establishments covering sanitation, pest control, equipment disposal, sterilization, recordkeeping, employee requirements, and annual bloodborne pathogen training.

Defines "body art" to include body piercing, tattooing, cosmetic tattooing, permanent skin coloring, branding, and scarification, but excludes medical procedures, non-invasive painting, and cosmetology services.

Authorizes local public health departments to investigate complaints, conduct inspections, issue cease and desist orders, impose civil penalties, suspend certificates, or accept voluntary surrender for violations.

Allows cities, towns, and counties to adopt ordinances that are more stringent than state minimum standards for body art establishment regulation.
