Establishes a medical services purchase program within Arizona's health care cost containment system (AHCCCS) beginning October 1, 2022, allowing eligible individuals to purchase medical benefits coverage for a monthly premium.

Limits eligibility to persons who have been uninsured for at least six months or who no longer qualify for standard AHCCCS services due to exceeding income limits or length-of-eligibility limits.

Prohibits eligible purchasers from using available premium tax credits and requires enrollment in managed care plans with cost-sharing requirements as determined by the director.

Requires the director to establish program fees, premium payment methods, disenrollment procedures for nonpayment, and cost-sharing requirements; prohibits use of state monies to administer the program.

Terminates the medical services purchase program on July 1, 2031.
