Establishes an independent oversight committee on residential care facilities serving migrant children, with staff support provided by the Department of Health Services.

Committee membership includes 2 senators and 2 house members (one from each party), the board of fingerprinting chairperson, and 11 governor-appointed members representing legal services for immigrant children, child advocacy, counseling, social work, education, psychology, law enforcement, immigration services experience, pediatrics, foster care expertise, and foreign consulates.

Committee shall review facility records and employee information, recommend service improvements including medical care, counseling, education and legal representation, and make recommendations to state leadership regarding laws and policies to protect children's rights.

Committee must issue reports by December 31, 2021 and December 31, 2022 to the governor, legislature, and relevant state officials, with copies to the secretary of state.

Committee members may tour facilities with reasonable notice and access employee and service records without personally identifiable information unless required; section repeals June 30, 2023.
