Amends Arizona's Smoke-Free Arizona Act to add definitions for "electronic smoking device" and "tobacco product," including e-cigarettes, vape pens, and any substance aerosolized or vaporized by such devices, whether or not containing nicotine.

Expands the definition of "smoking" to include using electronic smoking devices that create aerosol or vapor, and using any oral smoking device to circumvent smoking prohibitions.

Removes the exemption for veterans and fraternal clubs from smoking prohibitions when not open to the general public.

Removes the exemption for theatrical performances or film/television productions involving smoking as part of the performance.

Requires passage by at least three-fourths affirmative vote of both houses of the legislature per Arizona Constitution article IV, part 1, section 1.
