Requires each county, city, and town in Arizona to report all COVID-19 related expenditures from fiscal years 2019-2020 and 2020-2021 by September 1, 2021.

Reports must delineate specific sources and amounts for employee positions and salaries, equipment, operating costs, contracted entity payments, and business assistance distributions.

Reports shall be submitted to the Governor, President of the Senate, and Speaker of the House of Representatives, with copies provided to the Joint Legislative Budget Committee.

Defines "COVID-related federal or state fund source" to include nine specific federal appropriations acts and Arizona state funds, including the CARES Act and various state relief funds.
