Requires farm owners to provide egg-laying hens with minimum usable floor space of one square foot per hen from December 31, 2021 through December 31, 2024.

Starting January 1, 2025, mandates cage-free housing systems with one square foot per hen in systems with vertical access or 1.5 square feet per hen in single-level systems.

Prohibits businesses from selling shell eggs or egg products in Arizona from hens confined in non-compliant conditions, with the same timeline as production standards (initial threshold through 2024, then cage-free requirement).

Exempts farms with annual production of 3,000 or fewer egg-laying hens and provides exceptions for medical research, veterinary treatment, transportation, fair exhibitions, slaughter, and temporary confinement up to 6 hours per day.

Authorizes the Arizona Department of Agriculture to enforce standards through inspections and certification; violators subject to civil penalties of $100 to $500 per violation.
