Establishes the Arizona Community College Promise Scholarship Program administered by the Department of Administration and overseen by a 5-member commission appointed by legislative and executive officials.

Provides eligible students with scholarships of up to $3,000 per year for a maximum of two years to attend Arizona community colleges.

Eligible students must have graduated from an Arizona high school in 2020 or 2021 with a 2.5 GPA, be enrolled in a community college, complete a federal financial aid application, and meet federal Pell Grant criteria.

Second-year scholarship renewal requires students to deposit an additional $500 or more in a college savings account and maintain good academic standing.

Appropriates $10,000,000 from the state general fund for fiscal year 2021-2022 to the scholarship fund, with the program ending July 1, 2031 and the commission ending July 1, 2029.
