Amends section 16-547, Arizona Revised Statutes, regarding early voting procedures and ballot envelopes.

Requires early ballot envelopes to include a printed statement directing undeliverable mail marked "return to sender" to be deposited in United States mail if the addressee does not reside at the address.

Maintains existing requirements for ballot affidavits signed under penalty of perjury, including voter eligibility declarations and provisions for voter assistance.

Requires county recorders to provide printed instructions to early voters directing them to sign the affidavit, mark the ballot, and return both items in the enclosed self-addressed envelope by 7:00 p.m. on election day.

Includes felony penalty warning regarding compensation for ballots.
