Amends Arizona Revised Statutes section 46-451 to add "emotional abuse" as a form of abuse against vulnerable adults.

Defines "emotional abuse" as a pattern of ridiculing, demeaning, making derogatory remarks to, verbally harassing, or threatening to inflict physical or emotional harm on a vulnerable adult.

Adds the new emotional abuse definition to the existing list of abuse types that includes physical harm, negligent injury, unreasonable confinement, and sexual abuse or assault.

Renumbers subsequent definitions in section 46-451 to accommodate the new emotional abuse provision.
