Requires the Department of Health Services and Department of Economic Security to jointly develop a curriculum educating employees in health care institutions, group homes, and intermediate care facilities on identifying signs of neglect and abuse of vulnerable adults.

Curriculum must include instruction on signs of neglect and sexual abuse, reporting responsibilities under section 46-454, contact information for reporting, and a component for families of vulnerable adults.

Mandates that beginning January 1, 2022, all employees in covered facilities complete the education and training before employment and annually thereafter.

Requires facilities to post reporting procedures in conspicuous locations and adopt nonretaliation policies prohibiting adverse employment action against employees who report suspected abuse or neglect in good faith.

Establishes a rebuttable presumption that terminations or adverse actions occurring more than 180 days after an abuse report are not retaliatory in nature.
