Expands the definition of "health professional" in vulnerable adult protection laws to include all individuals meeting the definition in section 32-3201, rather than listing specific professions.

Requires attorneys, accountants, trustees, guardians, conservators, and others responsible for a vulnerable adult's property or tax records to immediately report suspected abuse, neglect, or exploitation to a peace officer or adult protective services central intake unit by telephone or online.

Increases the penalty for failing to report suspected abuse, neglect, or exploitation involving offenses in Title 13, Chapter 14 from a class 1 misdemeanor to a class 6 felony.

Clarifies that guardians and conservators of vulnerable adults must report suspected abuse, neglect, or exploitation to both the superior court and the adult protective services central intake unit.

Takes effect immediately as an emergency measure.
