Amends Arizona law to require receiving schools (including charter schools and private schools accepting state funding) to recognize and honor existing individualized education programs (IEPs) for special needs transfer students.

Mandates that receiving schools provide all educational services specified in an existing IEP within 30 days of a special needs student's first day of attendance.

Allows receiving schools to contest the validity of an existing IEP through applicable state and federal legal processes, but must continue honoring the existing IEP requirements during any challenge unless the school funds services directly purchased by the parent.

Defines "receiving school" as any local education agency accepting state monies through Arizona empowerment scholarship accounts or school tuition organizations, including school districts, charter schools, and private schools.

Defines "special needs transfer student" as a child with a disability who transfers to a receiving school from a referring school or agency.
