Designates specific billing codes as complex rehabilitation technology, establishes supplier standards, and requires evaluations by qualified health care professionals and certified rehabilitation technology professionals before providing manual or power wheelchairs and seating components.

Maintains adequate payment rates for complex rehabilitation technology and exempts related billing codes from bidding, selective contracting, or similar competitive initiatives to ensure patient access.

Requires contractors to adopt similar policies and contract with any willing, qualified complex rehabilitation technology supplier.

Defines "complex medical needs patients" as those with conditions such as spinal cord injury, cerebral palsy, muscular dystrophy, multiple sclerosis, and other significant physical impairments, and establishes standards for qualified suppliers and professionals providing these services.
