Amends Arizona Revised Statutes section 36-551 to add spina bifida as a condition that can be attributable to a developmental disability.

Adds "spina bifida" to the list of conditions (cognitive disability, cerebral palsy, epilepsy, and autism) that can result in a severe, chronic developmental disability meeting eligibility criteria.

Defines spina bifida as a neural tube defect occurring when a person's neural tube fails to develop or close properly before birth, with severity depending on factors including the size of the spinal opening and location on the spine.

Adds the new spina bifida definition as definition number 39, renumbering subsequent definitions from 39-43 to 40-44.
