• Creates a centralized online tool displaying project status, applications, decisions, timelines, and completion progress for participating projects, with coordination among Department of Environmental Quality, Department of Transportation, State Land Department, Department of Water Resources, Arizona Commerce Authority, Arizona Game and Fish Department, and State Historic Preservation Office.

• Requires project sponsors to submit notices detailing project purposes, location, technical/financial ability, anticipated authorizations needed, and eligibility assessment; Director determines within 30 days whether to include project as participating project.

• Mandates agencies submit anticipated authorizations within 45 days of project approval, including required steps and target completion times; requires agencies to provide written statements of cause for any additional authorizations not initially submitted.

• Establishes dispute resolution process where the Director mediates permitting timeline disputes, escalating unresolved disputes to the Governor's Regulatory Review Council for recommendations within 30 days; authorizes the Council to adopt implementation rules.

• Chapter 16 repeals December 31, 2028; Director must submit findings report to legislature by December 1, 2022, including authorization completion times by agency and frequency of additional authorization statements.
