Amends section 16-590 to require that challengers and party representatives be residents of Arizona and registered to vote in the state.

Amends section 16-1004 to create a new class 6 felony for knowingly impersonating an election official, including election board members, poll workers, challengers, or party representatives designated under section 16-590.

Maintains existing provisions allowing county party chairmen to designate party agents or representatives and alternates for polling places.

Preserves the limitation that no more than one challenger per political party may be present in a polling place at one time, unless parties mutually agree to a higher number.
