Amends the definition of "historical prior felony conviction" in section 13-105 to exclude violations of drug-related statutes (sections 13-3405, 13-3407, 13-3408, and 13-3415) from being counted as prior convictions for sentencing purposes.

Adds a new provision to section 13-703 (repetitive offenders sentencing) clarifying that convictions for violations of section 28-1383 (reckless driving) are not considered historical prior felony convictions unless the person had a prior conviction involving use of a motor vehicle or a traffic violation within 72 months of the current offense.

Adds an identical provision to section 13-704 (dangerous offenders sentencing) regarding section 28-1383 violations and prior convictions.

Modifies sentencing guidelines by excluding certain drug possession offenses from counting as prior felonies, which may result in lower sentences for repeat offenders convicted of drug-related crimes.
