Adds automatic removal mechanism from the permanent early voting list if a voter fails to vote an early ballot in the general federal election where a federal race appeared on the ballot.

County recorders must remove voters from the permanent early voting list if the notice sent to the voter is returned undeliverable and the recorder cannot contact the voter to confirm their continued desire to remain on the list.

Maintains existing provisions allowing voters to request written removal from the permanent early voting list at any time, with removal processed as soon as practicable by county recorders.

Clarifies that a voter's single failure to vote an early ballot does not constitute grounds for removal, except in the case of failure to vote in a general federal election with a federal race on the ballot.
