Requires at least two-thirds of voting members on any government committee, board, or entity that investigates law enforcement officer misconduct or imposes discipline to be Arizona-certified peace officers from the same department or agency as the officer under investigation.

Allows supervisors, departments, or agency heads to independently investigate and impose discipline on officers if the oversight body does not meet the two-thirds certified officer membership requirement.

Exempts governmental review committees, boards, or entities that do not determine initial discipline levels or have authority to increase severity of disciplinary actions from these requirements.

Exempts the Arizona Peace Officer Standards and Training Board from the requirement that members be from the same department or agency as the officer under investigation.
