Repeals section 41-194.01, Arizona Revised Statutes, which authorized the attorney general to certify local government violations of state law to the state treasurer.

Removes provisions from section 42-5029 allowing the state treasurer to withhold transaction privilege tax distributions to counties, cities, and towns upon notice from the attorney general that they violated state law or the Arizona Constitution.

Removes provisions from section 43-206 allowing the state treasurer to withhold urban revenue sharing fund distributions to cities and towns upon notice from the attorney general that they violated state law or the Arizona Constitution.

Makes minor technical corrections to statutory language regarding census bureau references and debt service bond payment obligations.
