Establishes the general adjudication personnel and support fund administered by the Arizona Supreme Court, with monies continuously appropriated and exempt from lapsing requirements.

Allocates $2,391,240 in fiscal year 2021-2022 for water adjudication support, including $147,610 for two paralegals, $109,710 for a law clerk, and $133,920 for electronic case management system expansion.

Authorizes the Supreme Court to appoint additional full-time masters, paralegals, and law clerks for general adjudication proceedings, with all positions fully funded by the state.

Requires the Joint Legislative Budget Committee to review expenditure plans from the Supreme Court and Department of Water Resources before funds are spent in fiscal years 2020-2021, 2021-2022, and 2022-2023.

Permits the Department of Water Resources to use fund monies for additional full-time personnel and equipment related to water rights adjudication.
