HB2588 Summary

• Allows applicants at least 16 years of age without a residence address or in the Department of Child Safety's custody to obtain a nonoperating identification license without needing a parent, guardian, foster parent, or employer signature.

• Permits youth meeting the same criteria (at least 16 years old, without residence address, or in DCS custody) to obtain a certified copy of their birth certificate without parental, guardian, or foster parent signature.

• Amends Arizona Revised Statutes sections 28-3165 and 36-324 to facilitate identification and vital records access for foster youth and homeless youth ages 16 and older.
